The LDA is a commercial, State-sponsored body that has been created to coordinate land within public ownership for more optimal uses, where appropriate, with a focus on the provision of housing.

The LDA aim to improve the way the housing market functions by:

  • Working with public bodies and local authorities to make more effective use of publicly-owned lands, providing a stable, sustainable supply of land for housing.
  • Working within the planning system to facilitate publicly-owned lands being used for housing.
  • Acquiring and developing land in a selective, targeted way that boosts housing supply.
  • Delivering rental market initiatives that provide mixed tenure, including affordable homes.
  • Investing in research and innovation to identify new and better ways to deliver new homes.

In 2022, The Land Development Agency published the Colbert Quarter Spatial Framework. The Spatial Framework contains a vision to transform this part of Limerick, around Colbert station, optimising key public lands to catalyse the development of a new sustainable urban quarter. The aim is to develop the area in phases over time and deliver up to 2,800 new homes together with new community uses, parks and open space and commercial uses in this strategically important part of Limerick City.

St. Joseph’s Hospital is a key site within the Colbert Quarter Spatial Framework. It comprises two of the districts identified as the Roxboro and the Ballysimon Districts in the Spatial Framework. The site currently contains several buildings, including protected structures, which host a variety of HSE and Tusla uses. This masterplan, developed in consultation with the HSE, identifies what land is surplus to the HSE’s requirements and therefore available for the provision of residential-led redevelopment.

The Spatial Framework involved a period of public consultation in 2022 before the final version was published. The St Joseph’s Hospital Draft Masterplan will involve a period of public consultation in November-December 2023. Please see the Get Involved section of the website for further details.

The St Joseph’s Hospital Masterplan will be finalised in early 2024. The next steps will involve appointing a design team to prepare a planning application for part of the site.
